Verdrag van Ljubljana-Den Haag inzake internationale samenwerking bij de opsporing en vervolging van genocide, misdrijven tegen de menselijkheid, oorlogsmisdrijven en andere internationale misdrijven
1. If extradition or surrender is requested concurrently by more than one State Party or competent international criminal court or tribunal, either for the same crime or for different crimes, the requested State Party shall make its decision having regard to any obligation regarding the primacy of jurisdiction according to an international legal instrument by which the requested State Party is bound.
2. In the absence of such obligation, the requested State Party shall make its decision taking into account any relevant circumstances such as the relative gravity and place of commission of the crimes, the respective dates of the requests, the nationality of the person sought, the nationality of the victim or victims, and the possibility of subsequent extradition to another State Party.
