Of the concessional resources, the entire amount shall be contributed to the Fund for Special Operations. It is anticipated that the Bank would authorize its borrowers to make procurement on an untied basis among the Bank's members, regional and nonregional, with those resources of the Fund for Special Operations committed on loans authorized after the effective date of this exercise. With respect to a nonregional country admitted to membership in the Bank subsequent to that date, the authorization would apply to loans approved after the date of its admission to the Bank. The present procurement policy of the Bank would be accordingly revised at the appropriate time.
