Of the conventional resources to be contributed to the Bank by nonregional members, it is proposed that not less than 16.48 % be paid-in capital and the remainder, callable capital. It is contemplated that a new series or shares of capital stock could be used, in addition to the existing ordinary capital shares, in such amounts as may be necessary to reconcile the amounts of the contributions indicated in paragraph 3 with the distribution of voting power indicated in paragraph 2, and to assure that the callable capital subscription of nonregional members may be employed as backing for borrowings of the Bank in capital markets.
