After the admission of nonregional members, the pattern of voting strength among the members of the Bank shall be such that the present members will retain a total of not less than 92% of total voting power, with not less than 53.5% for Latin America, not less than 34.5% for the United States, and not less than 4% for Canada. There would therefore remain available for the nonregional members as a group, a total voting power within the Bank not exceeding 8%.
