Artikel 2
Overeenkomst tussen de Regering van het Koninkrijk der Nederlanden en de Regering van de Republiek Finland betreffende het internationale wegvervoer
1. Regular passenger services between the territories of the Contracting Parties or in transit across these territories shall be subject to prior licensing.
2. Regular passenger services mean the passenger transport operations by motorcoach performed on a fixed itinerary according to time-tables and tariffs determined and published in advance.
3. The licence referred to in paragraph 1 of this Article shall be issued by the competent authority of each Contracting Party for the part of the operation which is performed in its territory. The procedure and conditions for the issue of licences shall be jointly determined by the competent authorities of the Contracting Parties.
