Artikel 20

1. In a spirit of close cooperation, the Aeronautical Authorities of the Contracting Parties shall consult each other from time to time with a view to ensuring the implementation of, and satisfactory compliance with, the provisions of this Agreement and the annexed Route Schedule and shall consult when necessary to provide for amendment thereof.
2. Either Contracting Party may request consultations in writing which shall begin within a period of sixty (60) days from the date of receipt of the request, unless both Contracting Parties agree to an extension of this period.
3. Any amendment to this Agreement shall be agreed upon by the Contracting Parties and shall be effected through an exchange of diplomatic notes. Such amendments shall enter into force in accordance with the provisions of Article 26 (Entry into Force) of this Agreement.
4. Notwithstanding the provisions of paragraph 3 of this Article any amendment of the Annex to this Agreement shall be agreed upon by the Aeronautical Authorities of the Contracting Parties, and confirmed through an exchange of diplomatic notes, and shall enter into force on a date to be determined in the diplomatic notes. This exception to paragraph 3 of this Article shall not apply in case any traffic rights are added to the Annex.
