The question whether in the opinion of the secondary country, its national security requires the retention of property under subparagraph (iii) of Paragraph A of Article 13 of this Annex and sub-paragraph (iii) of Paragraph A of Article 24 of this Annex shall not be subject to be procedure of conciliation.
