The petrol storage and distribution sector has a high reduction potential. Emission control covering the loading of petrol at the refinery (via intermediate terminals) up to its discharge at petrol service stations is defined as Stage I; control of emissions from the refuelling of cars at service stations is defined as Stage II (see para. 33 of annex III on Control Measures for Emissions of Volatile Organic Compounds (VOCs) from on-road Motor Vehicles).
