The Contracting Parties shall adopt, within the limits of their respective national laws and regulations, all appropriate measures to facilitate and to expedite maritime traffic, to prevent unnecessary delays to vessels and expedite and simplify as much as possible the carrying out of customs and other formalities required in ports.
